Colorado Springs Utilities proposes building a $10 million inflatable dam to prevent sewage spills into Fountain Creek. Under this plan, clean water from a nearby pond would be released into the creek to avoid harm to downstream water rights. Jerry Forte, Utilities Chief Executive Officer, believes the dam would be the best way to alleviate the waterway’s environmental problems, saying, “It’s a fairly complex thing, but we believe it’s the right thing to do,”
